The Health First Journey:
From Brokers to General Agency
Our story begins in 2013, amidst the implementation of the Affordable Care Act, with our founders Brandon Combs and Daniel Rich. As brokers, they loved helping individuals and families find affordable health insurance but soon reached the limit of clients they could help. With a strong desire to do more, they made a difficult and pivotal decision to increase their impact by forming a general agency. Health First expanded quickly with new brokers and into new markets, new lines, and new states.
Today, Health First stands as a premier, value-driven general agency, supporting hundreds of brokers representing tens of thousands of individuals and families. We provide brokers with extensive resources from our streamlined contracting processes to our transparent commission management and everything in between. We provide carriers with ethical, educated, and empowered brokers along with our support, insight, and feedback. Brokers and carriers alike value our integrity and partnership.

Meet The Team
Brandon Combs
President
Brandon Combs is the President at Health First, boasting a rich background that includes eight years of service as an infantry medic in the Army, with deployments to Iraq. Transitioning into healthcare, he made significant contributions to institutions like the VA and Primary Children's hospitals. In 2012, inspired by the ACA, he found his calling in health insurance. His mission is to create enduring value for independent agents and agencies, catalyzing positive change in the healthcare landscape and beyond.
Dan Rich
Chief Operating Officer
Dan is a "Virginia boy" who finds joy in the simple pleasures of life—cherishing his role as a devoted husband and father to three wonderful children. With a penchant for fast cars, loud music, and beautiful beaches, Dan finds solace in these moments of relaxation amidst his unwavering dedication to building Health First. His passion lies in the realm of data and his favorite hobby is spreadsheets. Through analytics, he paints pictures and tells stories that reveal insights and inspire action. He believes integrity and perseverance are the keys to success and that everyone should strive to make a difference in the world. Despite his socially awkward and introverted nature, Dan relishes the opportunity to leverage his unique skills to streamline processes and unearth innovative solutions. His mission? To make a tangible difference in the lives of others and contribute to a brighter future.
David Rich
Director of ACA
David is Health First's Director of ACA and has been in the industry since the launch of the Affordable Care Act. His day to day involves overseeing all facets of business related to the UNDER 65 market such as Sales, Compliance, Education, Marketing, Enrollment, and Support. Professionally he is passionate about being a resource for brokers that want to grow! He comes to us from the small civil war town of Fredericksburg, Virginia, which he considers with all his heart to be home! However Utah has won a spot in his heart in its own right! He is personally passionate about Mental Health and Personal Progress!
Chris Harrison
Director of Medicare
Chris has been in the health and Medicare industry for 10 years, helping thousands of clients and providing support for agents to grow their book of business and retain it. Chris enjoys navigating the complex world of Medicare and deeply understanding it so that he may better assist agents in helping their clients. Chris has lived in Utah for 16 years. He

Web Developer
Mario, a Computer Systems Engineer with 15+ years of tech industry experience, boasts expertise in Python, HTML/CSS, PHP, JavaScript, and Vue.js. Fluent in English and Spanish, his bilingual proficiency enhances effective communication. Passionate about technology, he stays abreast of industry trends for innovative solutions. With a strong community sense, he values relationships and seeks to make a positive impact. Mario embodies technical prowess, genuine care for people, and is an invaluable asset to any project and team.
Atley Peart
Administrative Assistant
Atley graduated with Honors from Salt Lake Community College in 2023, earning an Associate of Science degree. With over six years of customer service experience, she is passionate about helping others succeed. Atley manages all carrier contracting for our agents and ensures that our databases are up to date. Additionally, she supports our Broker Greenline, organizes office operations, and manages our social media accounts.
Isaac Ingles
Web Development Team Lead
Isaac is a seasoned web developer with nearly two decades of experience in the technology sector. He boasts a diverse portfolio, having developed everything from websites for small businesses to complex, large-scale applications. His multidisciplinary background includes roles in mental health support, marketing, and security. Isaac also served for six years in the U.S. Army Reserve, enhancing his leadership and organizational skills. He holds a B.S. in Web and App Development from Utah Valley University and an A.A.S. in Digital Communication Technology.
Ashley Heller
Broker Relations
Ashley is a Ph.D. Candidate in Health Science and works with Idaho brokers to nurture collaborative relationships and offer expedient resources to aid clients and customers. She is committed to offering innovative solutions and boundless support to foster optimal client experiences. Outside of work Ashley is a coach and exercise physiologist in academia and spends a great deal of her time running outdoors with her dog Jexy and listens to a copious number of books.
Trissa Rodriguez
Broker Relations
Trissa is a dedicated professional with a diverse background, brings a wealth of leadership experience to Health First. Having served honorably in the Army, Trissa forged lasting connections, including meeting her husband. Her military service instilled in her the values of discipline, teamwork, and integrity, qualities that have shaped her approach to leadership. Transitioning from the military, Trissa embarked on a successful career in property management, spanning close to a decade. As a Regional Director overseeing 20+ assets across Texas, Washington, and Idaho, she navigated complex challenges with poise and expertise. Leading multiple personnel and property managers, she excelled in fostering cohesive teams and driving operational excellence. Outside of her professional life, Trissa is a devoted wife, proud mother of 4 and 3 pups. Trissa brings her proven leadership and management skills to Health First, where she is committed to delivering exceptional results and providing invaluable support to brokers and colleagues alike.
Lindy Lewis
Broker Relations
Lindy is a passionate individual who loves learning and exploring new things. She has extensive background experience with customer service, account management, bookkeeping, and administration. She has taken an interest in broker relations at Health First and helping assist clients with the Affordable Care Act. She efficiently handles routine and complex issues, resolves concerns, and promotes products and services. She believes in the power of positivity and strives to make a positive impact in the world, personally and professionally. Lindy is from Utah, married, and a mother to four children.
